The Folly Reimagined: A Sustainable Student Hub for a Thriving Cheltenham

The Cheltenham Tenant Union is urging the University of Gloucestershire to take a bolder approach with the development of The Folly. While the proposed 122 "affordable" homes are a start, we believe a student-centered development can yield far greater benefits for Cheltenham's residents and businesses.

The University's student population has a significant impact on our housing market:

  • 12,000 Students: Over 5,800 students live in Cheltenham, putting a strain on the availability of family homes.
  • HMO Surge: The number of Houses in Multiple Occupation (HMOs) has surged in Cheltenham, as students compete for limited housing options, driving up rents and squeezing out families.
  • Traffic Woes: Student vehicles contribute to congestion, especially with limited parking options in central areas.

Our vision for The Folly reimagines the development as a vibrant student hub:

  • High-Density, Car-Free Housing: Eliminate the need for extensive parking, maximizing space for student accommodation.
  • Open to All Students: Welcome students from across Cheltenham and surrounding areas, fostering a diverse community.
  • Rents Anchored to Student Income: Peg rents to a fixed percentage (maximum of 25%) of student maintenance loan, ensuring affordability for students and a stable rental market.

This approach offers a win-win for Cheltenham:

  • Frees Up Family Homes: With students housed centrally, HMOs can be converted back to family dwellings.
  • Boosted Local Economy: Students with more disposable income can patronize local businesses, revitalizing the town center.
  • Increased Council Tax Revenue: More families translate to a wider tax base for Cheltenham Borough Council.
  • Sustainable Development: A car-free, centrally located student hub reduces traffic congestion and promotes a greener Cheltenham.
