From Stress to Stability: Cheltenham Tenants Need an Ethical Letting Agency.

The private rental market in Cheltenham faces many of the same challenges seen across the UK: high rents, insecure tenancies, and inconsistent property management standards. Tenants often struggle with affordability, while landlords navigate an increasingly complex regulatory landscape. In this environment, there is a clear case for Cheltenham Borough Council (CBC) to establish an ethical letting agency, leveraging the expertise and resources of Cheltenham Borough Homes (CBH) to provide a fairer, more stable rental market for all.

The Need for an Ethical Letting Agency

With average rents currently at £1300 and rising by beyond wages and inflation year on year, affordability is a significant concern for many of the more than 20,000 households who rent in Cheltenham. Of those, over 12,000 rely on the private rental sector, leaving them particularly vulnerable to rising costs and inconsistent standards.

This situation is further compounded by the limited availability of social housing, placing increased pressure on the private market. Many tenants experience substandard housing, unexpected rent increases, and a lack of security, while responsible landlords often feel unsupported in maintaining compliance with ever-evolving regulations.

Leveraging Cheltenham Borough Homes’ Expertise

CBH already has a strong track record in managing social housing efficiently and to high standards. As an arms-length management organisation (ALMO) wholly owned by CBC, CBH has decades of experience in property management, tenant support, and compliance with housing regulations. CBH has now been taken back under the full control of CBC. By expanding its remit to include ethical lettings in the private rental sector, CBH could use its expertise to ensure properties are safe, energy-efficient, and well-maintained.

With its in-depth knowledge of tenancy law and best practices, CBH could provide an invaluable service to both tenants and landlords, ensuring clear communication, fair agreements, and consistent property standards. Moreover, CBH’s not-for-profit ethos would align with the council’s commitment to improving local housing conditions rather than maximising revenue at tenants’ expense.

Key Benefits of an Ethical Letting Agency

  1. Affordable, Secure Tenancies – By capping letting fees, offering longer tenancies, and ensuring fair rent increases, CBC’s ethical letting agency could provide greater security and affordability to tenants.
  2. High-Quality Housing Standards – By requiring properties under its management to meet strict quality and energy efficiency criteria, the agency would help to improve the standard of rental accommodation in Cheltenham.
  3. Support for Responsible Landlords – Many landlords wish to rent their properties ethically but struggle with navigating regulations or dealing with unreliable letting agents. An ethical agency would offer transparent, reliable property management services, ensuring compliance and fair treatment of tenants.
  4. Stronger Community and Economic Stability – A more secure and affordable rental sector benefits the wider economy, as tenants with stable housing are better able to engage in employment, education, and community activities.
  5. Reducing Homelessness and Housing Insecurity – By providing well-managed private rental options, the agency could help prevent homelessness by offering a safety net to those at risk of losing their housing.

Addressing Potential Challenges

Some may argue that establishing an ethical letting agency would require significant investment and administrative resources. However, by integrating it within CBH’s existing structure, much of the necessary expertise and operational capacity is already in place. Furthermore, the agency could be partially self-sustaining through modest, fair service fees to landlords, grants, and support from CBC’s housing budget.

Additionally, partnerships with local charities, housing organisations, and private investors interested in ethical property management could provide further financial backing and support.

A Vision for the Future

The introduction of an ethical letting agency would position Cheltenham as a leader in progressive housing policy. By setting a high standard for fairness and quality in the private rental market, CBC would demonstrate its commitment to ensuring that everyone in the town has access to secure, decent housing.

This initiative would not only improve conditions for tenants and landlords alike but also strengthen the local economy and social fabric. With CBH’s expertise and CBC’s leadership, an ethical letting agency is not just a possibility—it is a necessary step towards a fairer housing market in Cheltenham.
